Prepare the Pan:
- Line an 8×8-inch baking pan with parchment paper.

Make the Fudge Base:
- In a saucepan over low heat, melt chocolate chips, sweetened condensed milk, and butter, stirring until smooth.
- Remove from heat and stir in vanilla extract and orange zest.
- Fold in Rice Krispies cereal until evenly coated.

- Spread the mixture into the prepared pan, pressing it down evenly.
- Pour the melted dark chocolate over the fudge and spread smoothly.
